Tremendous advances have been made in the field of science during the last century. Technology has been deployed to improve people’s quality of life, while science has been harnessed to address health, social and environmental challenges.

Despite all that has taken place, humanity remains perplexed by one element that can help unleash higher levels of innovation and well-being. This element is the inherent wealth found within the depth of human beings. It is the liberation of the human creative energy which can translate into success, well-being and happiness, affecting not just individuals but society as a whole.

This year, the forum hosts Dr. Talal Abu-Ghazaleh who will share his inspiring story on overcoming challenges which seemed impossible to many. Dr Abu-Ghazaleh will reveal how he discovered his own creativity and faced his worst fears and crippling beliefs, before reaching exceptional levels of success which he achieved through unleashing the powers of his mind.

The term “Reputation Management” has gained wide attention over the past few decades, occupying the top spot of strategic priorities in organisations from various sectors. In fact, many governments around the world have put in place special key indicators and reporting systems to measure their reputation and monitor the progress of government performance that can directly affect a country’s investment attractiveness and economic growth opportunities.

This session is about managing reputation in the wake of the Fourth Industrial Revolution and the rapid developments in communication technologies, most notably the rise of the popularity of ‘instant feedback loops’ made available through open digital networks. Job Shadowing Programme is designed for employees and students. This training programme is implemented according to a time and target-bound plan, by a qualified working team who share their experiences and expertise with the aim of supporting work in media and administrative entities and equipping interns with the necessary knowledge through practice.

The programme helps build interns’ capabilities and prepare them for the job market. It involves practical training and is based upon viewing and application, where the intern works closely with a Sharjah Government Media Bureau expert employee and highly qualified in his/her field and is referred to as the Mentor within the organisational unit.

It is no secret that young people around the world spend most of their time on virtual platforms and social media networks. This platform is an initiative launched by the International Government Communication Centre (IGCC) during the 8th edition of the International Government Communication Forum (IGCF 2019) with the aim of providing knowledge and information on the various aspects of governmental communication based on research, studies, books, references and internationally documented best practices. The platform aspires to form a key reference for workers, researchers and students in the field, as well as a space for exchange of knowledge and research to ensure the development of the government communication system locally, regionally and globally.

The "Researchers" platform features several academic and knowledge activities, as well as a display of the IGCC’s latest publications, and of books on government communication issues and topics related to the IGCF theme.

Platform Objectives:

  • To provide a free platform for media and communication students of UAE universities to discuss their master's theses and graduation projects on the various aspects of government communication
  • To highlight graduation projects of students of the Government Communication and Social Media Professional Diploma.

Government organisations eager to achieve their communication goals allocate large budgets for marketing research in order to understand their customers’ and followers’ preferences and choices.

This year, the forum will host an interactive session showcasing a live example on how public communication mechanisms can be employed to better understand the public and their aspirations, as well as to signal the expected level of transparency by government entities in their communication with their audiences.

The session will launch a direct communication channel between the public and representatives from government entities to help gather feedback on key government services and communication mechanisms that can be later considered in the development process of these entities.

The session will be moderated by the Sharjah Broadcasting Authority’s “On Air” programme, in the presence of representatives from some of Sharjah's most prominent government entities. There will be live calls from the public, who will express their views, offer their suggestions, ask questions and receive feedback directly from the relevant official. The session will be broadcast live on television, radio and social media platforms.

In line with this year's emphasis on cross-cultural communication, the forum is devoting one of its sessions to brainstorming and coming up with a list of viable initiatives that can be launched both locally and regionally to promote cultural communication in the Arab world.

The session will host young people with innovative ideas in the field of cultural communication, alongside officials from key government and cultural organisations, in the presence of major regional media that can support and promote initiatives resulting from the brainstorming session.

The Kakuma session will share the refugees’ voices, perspectives, capacities and potential to be the drivers of their own protection strategy and to directly contribute to the development of their communities. This session shares the challenges that refugees face, including inadequate access to basic services, such as: education, health, shelter, energy. Despite the rapid developments in corporate communication capacities both locally and regionally, organisations, particularly in the government sector, still face challenges related to translating communication vision and strategic objectives into the day-to-day practice of staff who present the first point of contact with customers.

An Interactive Session - The Equation of Survival

Prior to examining physical, mental and financial well-being of both individuals and communities, it is important to ensure that the safety and sustainability of life on this planet are preserved. This has become a very challenging matter given the dangerous status our climate has been faced with in recent years.

Thus, a Q&A session is held between local government officials in the field of environmental science and representatives from the community who are interested in climate change.

Participants are asked to discuss strategies that address climate change and associated risks, as well as the role of government in educating the public (both corporations and individuals) on the current dangers pertaining to this phenomenon. Discussions will also involve ways in which people can change their daily habits to support the climate and environmental agendas, as well as the sustainability and longevity of life on the planet for future generations.

Government communication plays an essential role in promoting a culture of engagement with all segments of society in order to gain support for government programmes and policies. The youth, especially in the Arab world, are considered the most important segment of society as they have a key role in developing their countries and taking them to the future successfully and safely.

The technological advancement and the rapid development of communication tools have affected the ways we communicate and influence the behaviours and ideas of the youth. Thus, government communication departments are required to change their strategies and tools to ensure an open, transparent and continuous dialogue with the youth.

Effective and direct communication with the youth helps governments to learn about their aspirations and ideas and ensure the official discourse is well suited for a better and more positive engagement that will serve the public’s interest.

In line with the forum’s emphasis on fostering a culture of engagement, a training session is held to tackle an important technical and practical aspect of communication, i.e. the science of handling data.

A government-public engagement that is based on a deep understanding of customer experience-not only in communication but also with services provided- will lead to significant improvements in communication efficiency and have a positive effect on customer satisfaction, perception and public image.

IGCF will therefore hold this training workshop to shed light on how to collect and analyse data pertaining to customers’ experience, their various opinions and tone of comments, while highlighting the need to coordinate internally within the same entities.
